I'm not usually a fan of romance from this time period but I fell in love with Deborah Cooke's aka Claire Delacroix's historical novels long ago and am still a huge fan of what she's writing now and there aren't many out there as good as her Champions of St. Euphemia series. Its the actual facts she includes, all the pomp and circumstance and definitely her characters and her storytelling that keep me coming back.
